Overview
Card Distributors are the retail and digital distribution points through which recharge cards reach customers. They act as intermediaries between the ISP (or reseller) and the end customer — purchasing card batches in bulk and reselling them individually.
Every distributor has an account type that controls whether they can sell cards on credit:

| Prepaid | The distributor must hold a positive balance. A card cannot be redeemed unless the distributor’s balance covers the package price, so the distributor effectively pre-funds their sales. |
| Postpaid | No balance check. The distributor can sell cards on credit; the amount owed accrues and is settled later through Distributor Payments. |
A single distributor can sell both printed physical cards and digital cards through their portal — the account type, not the sales channel, is what ISPbills tracks.
Creating a Card Distributor Account
- Navigate to Recharge Card > Card Distributors.
- Click “New Distributor”.
- Fill in the distributor’s details:

The distributor is automatically assigned to the operator who creates it — there is no parent-operator selector on the form.
- Click Save. The distributor can now log in to their portal.
Card Distributor Portal Access
Each distributor receives their own login credentials to access the Card Distributor Portal:
- The distributor visits the portal login page and signs in with their email and password.
- From the portal, they can:
- View available cards — see all unissued/issued cards in their inventory.
- Sell a card — select a customer account and activate a card on their behalf.
- View sale history — track which cards have been sold and when.
- For digital sales, the distributor selects the customer, chooses the card/package, and confirms the activation — no physical card exchange required.
Commission Structure
The commission for each distributor is set at the time of card generation, not when the distributor account is created. When generating a batch of recharge cards:
- Select the distributor the cards belong to.
- Specify the commission rate (percentage or fixed amount per card).
The commission is tracked per card batch. Different batches for the same distributor can have different commission rates depending on the package or promotion.

Distributor Inventory Management
Admins and parent resellers can view each distributor’s card inventory:
- Total cards assigned to the distributor.
- Cards sold vs. unsold.
- Outstanding balance (value of sold cards minus payments made to the parent).
This helps track how much each distributor owes and whether they need more cards.
Multiple Distributors Per Reseller
A reseller can manage their own network of card distributors. Each distributor is assigned to a parent operator (the reseller), and only that reseller (and the admin) can see and manage that distributor’s account and inventory.
This allows ISPs to build a tiered distribution network:
